2020 Legislative Update #1















The Tennessee General Assembly kicked off the second year of their legislative session on January 14th. Let's take a look at the players and the upcoming committee agendas:


Senate Education Committee:

The Senate Education Committee's first meeting this year is scheduled to take place on Wednesday, January 22 at 2:30 in Senate Hearing Room 1, Cordell Hull Building. Agenda can be found here. The Committee will hear two presentations: campus security and the Bass Military Scholars program.

The House Education Committee met on Wednesday, January 15 at noon for a presentation from Prevent Child Abuse Tennessee. Agenda can be found online here. It is scheduled to meet again on Wednesday, January 22 at 5:00pm to discuss Tennessee Higher Education Commission HH0152. Agenda can be found online here.


The House Education Committee also has three subcommittees: Curriculum, Testing & Innovation; Higher Education; and K-12. More information on the three subcommittees can be found below.


Curriculum, Testing & Innovation SubCommittee:

This SubCommittee met on January 14 at 3:30:00 PM. No Bills were discussed. Instead the Committee heard presentations by TDOE on Title IX and an informational briefing by Chairman Ragan. 1. HH0154. Education Discussion

2. HB0224 by Parkinson. (*SB0070 by Robinson.) Education, State Board of - Amends TCA Title 49, Chapter 1. As introduced, increases, from one to three, the minimum number of board members who must be employed, at the time of the appointment, as a K-12 public school teacher, beginning with appointments made on or after January 1, 2020. The Abstract summarizes HB0224 as introduced.

3. *HB1402 by Hicks. (SB1339 by Johnson.) Education, Dept. of - Amends TCA Title 49 and Title 67, Chapter 6. As introduced, requires the department and the comptroller of the treasury to conduct a study of the total amount of funds spent to build, equip, and maintain elementary and secondary schools; requires a comparison between the average instructional salary of teachers in this state and the average salary of teachers across the southeastern United States; requires a study of the amount of sales tax collections appropriated to K-12 education.
